It was moved by Smith and seconded by Cramer to approve the agenda. Ayes: All. Motion carried. It was moved by Smith and seconded by Blockhus to approve the consent agenda. The consent agenda included: Minutes of the April 18th, council meeting. Building permit submitted by Lee Frerichs for a cement pad for patio; Beer Permit for Hwy 3 Raceway; Liquor License; Renewal –Allison Amvets. Accounts Payable Ayes to the motion, all. Motion carried. It was moved by Junker and seconded by Blockhus to hold a public hearing to hear comments on a loan from Lincoln Savings. The loan note will be a refunding loan note to cover the cost of street maintenance for the 2010 and 2011 Street Maintenance Projects, and to finance continuing maintenance and repairs of city streets. The refunding loan construction will be for $ 400,000.00. Ayes to the motion, all. Motion carried. Council discussed the City’s Comprehensive Plan –the various city committee members gave their suggestions on short and long term goals of the city for their particular points in the plan. Council discussed various aspects of the plans. City Attorney Marty Peterson will compile a rough draft plan and present it at the next meeting. The city will review the plan and make any additions and corrections they feel should be made before the final plan is adopted. Council discussed allowing golf carts on city streets. City Attorney Peterson discussed the pros and cons of golf carts driving on streets. The State requires a person driving a golf cart to be licensed; all golf carts must be insured as is any other motorized vehicle that drives city streets; golf carts would only be allowed on streets from sun up to sun down; have slow moving vehicle signs and bicycle flags; cannot drive on a primary road extension through the city, and would not be allowed on sidewalks. More discussion will follow on this proposal. The City also was given a sidewalk ordinance from the City of DeWitt to review. The city will be revising their current sidewalk ordinance. The DeWitt city sidewalk ordinance is pretty much a standard to other city’s ordinances on sidewalks. The council will read, review and modify to City of Allison’s sidewalk criteria. The other ordinances that will be revised is the parking ordinance and the animal ordinance. The City Attorney will meet with Sheriff Jason Johnson and make sure that the items of change are acceptable to him as well as to the city council. The businesses and business leaders and managers were invited to a business round table. The purpose of the meeting was to visit about ways the city could help local businesses in their efforts to maintain and grow economically. Some discussion included the look of Main Street, what attracts shoppers or visitors to other communities; the potential business opportunities that the park population offers to the downtown community and how to more effectively market and get people downtown. Future development and what activities annual and semi annual festivities or activities may bring people to Main and what other communities are doing in this area. How the city web site and facebook and communication have become a larger part of marketing. A lot of good ideas, thoughts, and suggestions were shared. With no other business, it was moved by Junker and seconded by Blockhus to adjourn.
